About: Dave has spent over 20 years with the U.S. Department of Commerce’s National Institute of Standards and Technology (NIST) in both laboratory and extramural programs. For the last 14 years he has been with NIST’s Hollings Manufacturing Extension Partnership (MEP) as an account manager (Northeast-Mid-Atlantic region), researcher, consultant and external relations director. He oversees 16 cooperative agreements between NIST and its extension centers, has built an industrial marketing consulting practice for smaller manufacturers, and established specialty consulting practices in financial access and eBusiness. He managed the development of a marketing assessment tool for use by MEP field staff and marketing training courses for field engineers and marketing specialists, and their introduction to the MEP system. He has also developed a set of technology/product development services for smaller manufacturers.

Dave is also the President and Managing Director of Phase 3 Consulting LLC. The company was founded in 2001 to provide management consulting, business-to-business marketing, and technology management and evaluation services. The company’s clients include small technology-based companies (medical devices, broadband over power line) as well as Fortune 500 companies. Specific projects ranged from first-look market research for a new product to preparing a company to raise capital including financial projections, historical accounting statements and business plan review.
